Minot ND Question

Not directly related to this thread, but since you mentioned Minot ND, I thought I'd ask the following: I was just passing through Minot on the Empire Builder. I saw Norfolk Southern units everywhere. Definitely more NS than CP/Soo, and almost as many NS as BNSF. Does anyone know if NS has some kind of trackage rights or operating agreement to run trains into Minot on either the CP or the BNSF?
