And for finishers:

If the business doesn't offer full trainloads, or even represent a majority market share, or other low hanging fruit, UP doesn't want it. Loose car railroading, and even crappy customer service for the smaller load, is way too damn hard for the big stUPid to ever manage.

That's why even when times are bad, the trucking industry has been busting at the seams and I-5 is chronically clogged with trucks.
