The FRA already allows " European Trainsets " in the U.S. The Mud & Moss Talgo trainsets used on the Amtrak Cascades services had to have an FRA Exemption granted, to allow their lighter European construction to be used in the U.S. Part of the allowance requires the use of a locomotive and/or de - motored F-40 cab car on each end of the trainset. The new Talgo trainsets use " Mader ", a reinforced Cab Car, to meet the same requirements.
