Sorry about that - everything I saw (though the recorder data was not part of it) suggested that a more speed that than had been scrubbed off, though not enough to get around the curve. Yes, 110+ mph is enough that no practical railcar structure will prevent fatalities.
Fixing the Spanish situation falls mainly in the category of effective control systems, which they apparently didn't have once off the ATC section. Doesn't need PTC. Needs the on-train systems to notice 1) ATC signal lost; 2) speed above what's allowed under manual control or current signal indication; and then do a penalty application. Systems to do that have been around since the early 1900s. Hard to believe the Spanish didn't have that on a HS train that also operates in mixed traffic.
