Agreed - But today's rules are influenced far too much by bureaucrats, lawyers, featherbedding and unqualified supervisors/inspectors rather than respecting those who went before us.

Look at the earlier NTSB reports. They simply conclude what was the probable cause and contributing factors. Now, they often go on with recommendations (often impracticable to ridiculous) that often are pushing an agenda like PTC, but ignore the possibility that the regulations/rules themselves might be part of the cause.
