TCIF "freight" funds may be used for this type of project. But, the current competition is intense, especially with existing ports related impacts in and around the Ports of LA/LB/Oakland and Inland areas affected by rail traffic in the Valley and SouCal. It's definitely a long shot.

It should be noted, that the demand, both regionally and annually for aggregates is real, Prices for aggregates have skyrocketed and failure to develop new sources affects the cost of all of those highway projects that the rail bashers will need, if we continue to allow the rail infrastructure to deteriorate. This situation could well justify the investments proposed, making the projected volumes of traffic a fairly conservative estimate.
