As long as land mobile radio equipment requires FCC type acceptance, the railroad radio market is too small to support a separate line of broad band radios except at high cost. Going to narrow band operation allows railroads to use the same low cost radios as the rest of the land mobile world.

The FCC has not announced any future date for requiring change to digital operation. Any mandatory change is probably at least 20 years in the future. In the past the FCC has allowed radio owners to fully depreciate them before requiring new equipment. The narrow band rule was announced at least ten years before it became effective.

Land mobile operators can change to digital operation at any time under their existing FCC licenses.
