From reading the article, the proposal seems to involve a vague idea of various tunnels, including one 15 miles long. There is nothing concrete here, although given the blue-sky ideas being thrown out -- I dunno, maybe a 2 mile tunnel here, maybe an 8 mile tunnel there, we'll work it out -- it's hard to say if this is a low cost proposal or not. The problem is they're making wacky plans with our money.
