Even though I contributed to it, I agree re. the electric. For comparison: Acela trains have 12,000 hp, and presumably use it when accelerating. The lights don't go out in Delaware.
If the scheme is just to upgrade Metrolink to double track with space for 4, that would be equivalent to what they wanted to do on the Peninsula, except that they seem to have learned that you shouldn't do the whole enchilada (all 4 tracks actually installed) at once. Perhaps there's a very dim light at the end of this tunnel?
