Most of California is in extreme drought conditions,
and there is no end in sight for that. There is simply
not enough water for the people who are already here,
not to mention new residents -- who should be
actively discouraged from moving here.
The Sierra snowpack -- what there is of it -- has been
measured at only 16% of normal water content. Not
exactly "Sierra cement"! And most reservoirs are only
half full. Groundwater is being tapped by farmers so they
can continue to grow their crops -- in spite of the fact
that such use will deplete this precious resource beyond
its ability to recharge, according to experts.
HSR -- if it requires growth in California's population
in order to be financially viable --- is thus a very bad
idea, and is also a complete boondoggle.
