Parts of the line within the Valley (such as the part through downtown Fresno) could be repurposed by BNSF fairly easily. Tejon Tunnels not so much - grades of 3-4% in the tunnels were planned in order to be on the surface across the S.A. Fault. While doable with the excess power and adhesion a electric HSR trainset (especially one that's EMU with all axles powered) would have, grades like that (in tunnels!) are impossible with diesel freight. Neither BNSF nor UP would be interested should HSR turn into a pumpkin. Even the Tehachapi line would have steeper grades more than 3% in spots) than the freight folks would like in order to allow decent (at least 250-300 km/h) speeds. Grade on the current Tehachapi line is around 2.5% - which is kind of a miracle of route engineering considering the topography and when it was done - and that's quite steep for freight.
