Build the first segment from Saugus to Bakersfield along the I-5 route
Then when it runs out of money the BNSF and UP can buy the line for pennies on the dollar
With the agreement the San Joaquins can also use the line to get to and from Los Angeles
(Two and Three main track the portion from Saugus to CP Dayton)
