If you don't trust the government to regulate emissions, why would you trust the government to "find a way to get more long haul trucks off the roads and onto rail?"
Isn't it the job of the private railroads to find a way to get more long-haul trucks onto railroads?
You cite an 18% reduction in emissions by reduction of long-haul trucking. To which emissions are you referring? Sulfur oxides? Nitrogen oxides? Carbon monoxide? Greenhouse gas emissions? Airborn toxics? Particulate matter? They all have different impacts on the environment and human health.
