Where did you get that 10% figure? That seems way too low. Here's a source, which blasts that belief that drivers pay for the costs of roads, showing that combination trucks cover 77% of direct costs (Page 13).
Road Cost Analysis
As a means of reducing air pollution, the truck vs. train argument is somewhat brain dead as railroads collect trucks from a large area, move trailers and containers to another terminal where the loads will be delivered by truck. Railroads are not going to make a large-scale return to direct deliveries of high-value freight by railcar.
