Excellent story.
This is why I awarded several contracts to Marty Wachs to analyze just these kinds of tradeoffs. We also worked on planning several conferences together on transportation policy. He is one of the best transportation researchers in the nation.
Appointing a hack like Quentin Kopp Chairman is still the biggest ever made by the CHSRA, as we are now trying to build a system, which we do probably need, but that was never planned or designed to meet our real transportation needs, and still doesn't. Instead, under Kopp's tenure this was planned primarily as a "vision", used to create an excuse to slop contractor troughs.
Considering the pile of crap Brown and Richard's were given to work with when they inherited this from Arnold and Kopp, they've done some good, but they could do a lot more to reform this mess.
Needless to say, the nimby fringe and the teabagger fringe, both hate it.
