My spies in the SJV told me, before all this came up, that those folks made a deal with California [whoever that is] to give up land in exchange for development 'permission'.
IIRC there is a major development plan extant that covers the flatter land along 138 west of the railroad, characterized as a 'new city'. If those are facts, then I would expect TR to support the dogleg route but not really care about the 'State Wilderness' they provided in exchange. Hey what's another little dogleg west of Oban, with a modest depot.
