As I recall, the argument here stems from Union Pacific's desire to utilize state $$$ to re - Double - track Donner Pass & improve clearances for Double - Stacks that now have to travel " all the way thru Feather River Cyn. " on their way east. A quick glance at the map shows that the former WP route is about 25 miles longer, if that, between Sacramento & the paired track in Nevada. Also remember the 1 % ruling grade in Feather River Cyn. VS. 2.2% or more on Donner Pass. Weather is a trade - off; snow VS. rockslides. Is Donner Pass really the better route ???
Regarding the railroads' use of low emission locomotives in CA., ( & TX. ) don't think they're doing this out of the kindness of their hearts. The RR's are receiving tax credits for such use.
