The same argument can be applied to SMART, with very little freight business and an expensive, non-productive off-trunk spur to the UP. No way the freight can pay for the maintenance.
With transit rules and electric traction you can deploy flyovers and ramps that freight cannot handle, very important when you are dealing with many grade crossings and some very busy and crazy, "entitled", motorists.
If you cannot afford the wire, you cannot afford rail. If you are ideologicslly wedded to diesel buy MCI coaches.
