Very good question for those not familiar with Vancouver. Most of the area inside the wye is indeed BNSF property, and contains the team track, yard office etc. The Amtrak platforms and 11th street form the "safe zone."

This is the "official" spot: 45.629694, -122.686319

Telephotos are a good thing to have here.
