Ok, I see what you are talking about. As Mr. Kelly noted, that would be the distance from the start of the railroad, or a major terminal. The NYS&W and the Eire used JC, Jersey City. I believe some of the PRR lines near New York Penn use a NY. Further west on the Eire, I think they used H for Hornell, NY.
Your photos you linked to shows a "D" somewhere in Michigan. Possibly mileage from Detroit? Seems the railroads in the east used that system of numbering mile posts.
