Yes, I'm pretty sure the freight locomotives will limit the trains to 70. That's what happens when Amtrak needs a rescue (been there, been late because of it). Difference is that Metrolink has enough stops that they probably spend little time even at 75-79, let alone the 90 that was formerly allowed south of Santa Ana.
The ATS comment is interesting. Are the freight locomotives used on the San Diego run ATS-equipped? If so, that's probably the pool the extras for Metrolink would come from.
