A couple of points need to be mentioned. Caltrans is not building 4 lane freeway, they are building a 2 lane road. Confusion hill is a maintenance nighmare and costs lots of tax dollars to keep the road open. It is also a very slow section of road that has a lot of accidents, the new road is built to current standards and will be much safer to drive on. US-101 is a State Highway and Caltrans has an obligation to maintain it and reduce the number of accidents.
