My understanding is that they are going to build as far as Bernal Road in Pleasanton. There are track panels stacked all along the corridor, and NCRY has started bolting some of them together. The NCRY signal department is also in the process of re-installing the crossing signals for Pleasanton-Sunol Road (a.k.a. Verona). A street to a new housing development that crosses the NCRY r.o.w. has a track panel and concrete crossing pads installed, which leads me to believe that the city anticipates there being a track across Valley Avenue at some point. Given all of these factors, it is highly unlikely that the NCRY is moving. They would not be spending time and money to rebuild track, crossings, and signals if they were going to be removed in less than two years. The City of Pleasanton also would not have spent money to install a brand new track panel and crossing pad on Valley Avenue if they were anticipating the NCRY leaving.
