Its per car. All I can say looking in from the outside is that RailAmerica via its current owners are not interested in railroading. In the San Joaquin Valley are have the same problems with the SJVR. They want to remove the line from Exeter thru Linsay south. This line has two large shippers on it and the county wants the line to stay put so that can attract more business to the area. The railroad wants nothing do do with it and had said it will add the surcharge to any and all shipments if the line is not removed.
The problem is not RailAmerica it is the holding company that owns them. That company(the name escapes me right now) is only interested in themselves and not the well being of the shippers or the companies they own.
Thats my 2 cents worth.
