It's not that they're not technically feasible - if the DEF (aka urea, or AdBlue if you drive a German diesel car) is available. However, long-distance Amtrak operates on freight railroads (which will not use the DEF-based engines) where lots of special arrangements would be needed to get the fluid where it needs to be, which Amtrak would not do if they don't have to. My guess is that when Amtrak someday replaces or re-engines the Genesis units they will go with GE for non-fluid Tier 4 and otherwise familiar mechanicals, and leave the fluid-using ones for the regionals and commuters.
