Yes, AMTRAK does operate on a lot of freight railroads, but I do not know of any freight railroad, at least on the West Coast or even in the mid West, that provides fueling services to any AMTRAK long distance or regional train. The LD trains are either fueled in major terminals prior to starting a run, or by mobile fuel trucks.
