Good review, Bob. Bottom line: none of it is cheap, but it's necessary in a world with a lot of people and machines.
I've said in the past: GHGs may prevent great- or great-great-grandkids; other air pollutants kill you and your kids. It's a matter of timing dose and direct vs. indirect effects. All air pollutants need to be controlled and, to the extent possible, eliminated. As with other environmental impacts, avoidance is preferable to mitigation; both can be expensive, mitigation is sometimes more expensive especially over the long term, and avoidance works better (zero emission is better than minimal).
