PTC would not have prevented this accident, unless there were slide fences to detect it, and that information (signal indication from the slide detector)was integrated into the PTC system.

PTC is designed to, and will likely, prevent many types of more common "human failure" accidents, with additional checks and oversight, but will not prevent slides, washouts, floods, or other random acts of nature, to my knowledge.

So don't believe everything you hear reported. As often this so-called "news" is also "bought and paid for", just like the commercials are, in order to distract you, while someone (usually a politician or their wealthy benefactor...?) is picking your pocket.
