Like a game of telephone, it is always interesting to see these posts "evolve"......
It is not needed for freight. Berkshire Hathaway, BNSF, nor Santa Fe have anything whatsoever to do with this proposal.
It can easily be rebuilt with modern construction using tunnels and bridges to avoid the Canyon bottom. The initial estimate showed that this would cost about as much as bringing the SDAE to Class 3. Such a connection would offer relief to I-15 and 1-5 traffic congestion, and would serve as many as 50,000 trips between the IE and San Diego County. It would/could only be rebuilt for passenger/commuter use.
Try thinking about spending on something like this, which would meet real travel needs, in severely traffic impacted interurban corridors, as opposed to a public program to spend 10 billion dollars on a 200 mph train from Chowchilla to Delano, to serve no apparent real demand?
