The needs of the many out weight the needs of the few (the few that will use the HSR vs the many that need water)
California needs to upgrade their water transportation and storage capacity
(Because they will never control the over population)
The money they plan for HSR would greatly upgrade the water system
(or give me $200K tax free and I will leave the state and one less person using the states water)
