As for using money for this or that- exactly why I vote NO on bond issues, even if the promoters say THIS money can't be diverted - no really.
Back in the day of the boy on the milk carton that was a favorite trick- IIRC bond money for rail equipt was , um, 'borrowed' to play the shell game. Maybe the practice has been reduced?
I do know when the big shell game was going on students were turned away from the state collitch and instructor hiring reduced, while new buildings were being started [containing little or no actual instruction space]. The explanation then was that 'oh, that's different money" and students couldn't get the classes they needed to get thru in 4 years. That was also partly due to the legislature mandating 50% of the curricula had to be in liberal arts- where else would a phd in LA get a job.
BOB2 is pretty close to the nailhead- It's true I think the money is better spent on real improvements, but I knew the CACaHSR bonds were pure BS.
As for Gov MB what's his plan for water other than the bureaucracies for groundwater control and "don't use any" ? WHat's his transportation plan other than piss all the money away now on useless crap while the real problems increase- so the future is screwed.
