We don't really have a shortage of dams in California, we've had a five year lack of rain and snow to fill them.......
We do have horrendous traffic congestion on our rapidly aging and delapidated 50+ year old freeway system, that costs us all billions in wages, lost time, wasted gas, late cargo, from that congestion, passed on to consumers through higher prices.
We have a high speed rail project that was supported by taxpayers frustrated with that congestion and pleased with the job they saw being done on things like the Cap Corridors, Caltrain, and Metrolink. They pretty much supported rail thinking that "adults" were in charge, and they'd get more of that.
We actually have a high speed rail bureaucracy that is corrupt and dysfunctional, building a system that does not help to reduce that congestion, but rather is a bloated contracting racket, which seems to be only accountable to the campaign contributors.
We may finally get rain, from the El Nino and a shift in the decadonal oscillation, which will shift the jet stream toward the Sierra.... hopefully filling up all of those now empty reservoirs.
We seem to be getting no relief from the incompetence and mismanagement of the CHSRA, and its legacy of poor planning, and self serving trough slopping, while systems like LOSSAN, are underfunded, operating overcrowded, slow service, in our still congested freeway corridors..... And unfortunately, El Nino won't fix that.
