It is interesting that dams (and other water projects, including conservation) and high speed trains are the two big "legacy" projects that the governor has been pushing. He certainly gets it from both sides on both of these. Those who want only one attack him for wanting both.

He may be tight with the purse, but he is also looking to the future.
