I thought there was some sort of language in the act that created AMTRAK that said if it wanted to start or increase service on a freight only route the host railroad had to at least consider a proposal and negotiate with them in good faith but the railroad could still make it cost prohibitive by requiring sidings, signal and track upgrades etc. Look at efforts to restore New Orleans to Orlando or make the Sunset a daily train to see how difficult that is.
I also thought the railroads had to accomnodate temporary detours. I know they've detoured Coast Starlight over Tehachapi so there's a precedent.
Does anyone know how much time it would add to detour via Medford/ Ashland?
