You are correct sir. The original SP agreements for the CORP and other SP West Coast properties prohibited passenger traffic. A lot of it was due to the condition of the railroad being leased and the underlying problems for the owning railroad. It most cases it did not prohibit use of private cars and special trains where they were not for hire. Most of the old agreements contained provisions for detours but only for freight.
