The lease agreements for divestiture of the SP branches in the early 90's prevented the use of the lines for anything but freight operations...PERIOD. This included speeders and any form of passenger train due to the liability issues. An exception was made for current and prospective customers on a case by case basis.

Not wanting anything to do with the SP (later UP) bueauracracy (sp) decided to purchase rather than lease both our East Portland (former Portland Traction) and Molalla operations. It has worked out to be a very good decision!
