There is something you are all missing. The FRA had and still has rules to cover all of this. The carrier could not post a higher speed on the Coast. They were limited to 79 MPH.

Speeds allowed in Dark Territory with Train Orders, 49 MPH for freight, 59 for passenger.

Speed allowed in Train Order Territory and Automatic Block Signals 79 MPH (Coast)

Speed allowed in Train Order Territory, Automatic Block Signals and Automatic Train Stop. 90 MPH

Speed allowed in Train Order Territory, Automatic Block Signals, ATS and Cab Control Signals 110 MPH.

Sure they may have gone over the 79 MPH a "Tad" but the carrier would not condone it in writing.
