SMART makes no difference to traffic congestion in either county.
And that's according to its own studies.

According to SMART's ridership projections, only 240 Sonoma
residents will take 7 morning trains to Marin County.

Rail is not cost-effective unless it can deliver commuters
to a large employment center (e.g., downtown SF) where people
can walk from the train stations to their job sites.
