It seems to me that the SMART folks could resolve this issue by using trades folk who are not part of the 'California Pension' fund, and pay accordingly. Being cheap never works out in the long run, spend what you need for quality folks and give them a stipend to supplement the housing cost as is done across the area for first responders.

Funny, seems to me that at 80K a year an employee could find a place to rent in Sonoma county that is less than 100 miles from the RR. I wonder if the issue is only the wages being lower than other RRs.
