Did you actually even bother to read this document?
I ask, because I can't seem to find anything about the French proposing to go via Tejon, in this very well written critique of how CHSRA has completely failed in attracting any true private partnerships, that would, in any way, support your latest claim about the French/Tejon "evil" conspiracy.
You cite this as your source for the great French Tejon conspiracy theory, so I would expect that when you tell me I'm wrong, that this would actually contain something to support your claim, and actually prove me wrong?
Thus, as is the usual case, with most of your ranting about these "evil" rail conspiracy theories, this dubious claim about the French Tejon "evil" conspiracy would appear to come from your usual sourcing for most of these claims, and should be taken with the same level of credibility?
