I you hate California so much, you could move to someplace that's one-party the other way and try it out for a while.
There aren't many actually competitive states politically, and the Republicans have taken over a number of states with Democratic voter majorities through blatant gerrymandering. California had a mild form of that in the opposite direction for many years, but it was somewhat broken up by the commission setup we have now.
California's a strange place, though. The Coastal areas south of Mendocino County are, for the most part, full of rich and privileged people (field-crop areas like Salinas Valley north of King City and small parts of northern Santa Barbara and inland Ventura Counties being a small exceptions) who for some reason lean Democrat. Inland areas, except for "border" areas like Sacramento and the Inland Empire, are mostly poor but lean Republican. Because a majority of the population in in the Coastal area, California is Democrat-dominated. If the population were evenly distributed over the land area (impossible for physical and climate reasons, but...) and the party leanings stayed the same, California would be majority Republican. In the not so distant past, the state as a whole leaned Republican because LA trended that way (as LA goes, so goes the state for the most part) and because Republican voter turnout tends to be better; LA went more Democratic, so the state went that way too.
BTW, CAHSR got started during a Republican administration (Schwarzenegger). Jerry likes it too, but it's not his creation. Really, it's neither of their creations (think Quentin Kopp and friends); it just happened on Arnold's watch and Jerry kept it going. As a transportation device HSR (not necessarily confined this incarnation of CAHSR, though with enough time and money the current version can be fixed) would be a useful addition to our toolkit.
