To answer some of the questions about mechanical costs, here we go. These prices are fairly current. 567B HLP (head liner piston minus rod, or, a "short pack") with the B piston, probably safely assuming that it has the old B pistons, is about $2,000 new outright. 567B power assemblies are still made new. A running take out traction motor "combo", that's motor plus axle with serviceable wheels runs the neighborhood of $6,500 on the low end $10,000 in the upper end, running take out. New batteries are $7,500 delivered. Re certifying the 24 air will be around $3,000. These prices are the various suppliers I use to keep the old horses Im charged with caring for running. Glazed liners aren't a show stopper for what the unit would be doing, its not going out on the mainline and running its heart out, it would be putting around a museum or a branch hauling tourists anyway, that's just my opinion though. Considering how long the unit has been sitting dry, and being of the B design, it will probably start leaking water into power assemblies one by one. That's just a matter of taking the assembly apart and throwing a seal kit in it, I can't remember that price but its under $50 per kit, a good crew of 2 guys could do 2 assemblies a day, or you could just replace them as they go one at a time, that's not a big deal.
