FWIW, many transit agencies with rail service don't offer free parking any more, though for most (even BART) it's not (yet) a profit center. SacRT charges a nominal fee for parking in lots that are in the City of Sacramento, for instance. So I wouldn't expect SMART to have a lot of free parking especially in areas with constrained space for surface lots.
