The SMART "white papers" you point to were marketing documents
created as part of the overall con of voters. In any case,
they're way out of date. 2008 was eight years ago.
By count of SMART's 65% design drawings on website there are far
fewer spaces than indicated (about 600 depending on how one counts
Marin's Civic Center).
Also, SMART is not funding any shuttles other than the so-called
run from Cloverdale down to Airport Blvd. That won't last either.
The cost will be too great for the few riders it'll take.
How much will local employers pick up? It's far from clear as
they certainly won't be meeting all of the trains. They can't.
And besides who will take a train at 5am in the morning when there's
no traffic.
SMART is in real trouble and it is only a matter of time before
it becomes apparent to the public that they have been badly conned
by the proponents of passenger rail in this corridor. The question
is will voters hold them responsible?
The key: SMART needs another quarter cent to do much of anything.
There is sufficient opposition in Marin to keep that from happening
as long as it requires 2/3 approval for passing an additional tax.
