CDTX vs. JPBX

So, maybe I am too dense for this discussion, but ...
CDTX I understand - Caltrans owns equipment, but not trackage (and so is not a railroad).
But the Joint Powers Board owns the San Francisco - San Jose line (at least as far as Santa Clara), right? So isn't it a railroad? So why JPBX?
