As I recall the FRA Hours of Service regulations in effect since the mid-1970's require that railroad-provided crew lodging be located at least 1/2 mile from that railroad's closest switching location, in order to ensure that crews are not awakened by nearby trains.
There are a few cases where railroads have waivers or some other special enforcement dispensation in cases where the only nearby lodging is closer than the required 1/2 mile, but those are generally the exception these days.
Train crews can of course choose to stay in a trackside hotel at their own personal expense, but in my experience that is almost unheard of. As much as many railroaders really like trains (i.e. railfans, etc.), there still comes a point where 12+ hours of trains in one day is enough for most of us, thus negating the desire of most for trackside lodging.
