It used to be that way, i.e. the govmint not telling the RRs where they crews could and couldn't stay. BUT, have you ever stayed in a "blue room"? Company facility, bunk beds, army cots, virtually no privacy, many times right next to an active switching yard (or the round house), no peace and quiet, etc. etc. These places weren't conducive to rest.

Railroaders don't which is the reason why they prevailed on the FRA etc. to put a stop to the practice.
