With all due respect, but you don't get it.
FEC does not want to have just some old choochoo. Because with just some old choochoo, you don't get the tourists between Orlando and Miami on board. And without those tourists, the whole thing is dead on arrival.
Besides, some old choochoo is too slow anyway.
So, FEC/Brightline did what a private, not infested by consultants (because understaffed and underfunded) organization does. They went to the vendor (Siemens) and worked together to get a product which is state of the art, and which is able to convey the message "we are better than third world". Keep in mind that many of the tourists intended to use Brightline come from countries where they ride state of the art trains day in day out.
