The link is to a political screed that *totally* warps what HSR has asked for. Since not *all* parts of high speed trains are available in the US a request has been made to allow less than 10% of parts be procurable from non US sources. After we update our technology, which is a requirement of these purchases, they will be purchasable here.

Is it a surprise that one can't get high speed rail components from a country with no high speed rail market? One has to crawl before one can walk.
