OP's link is a crock. Real thing is as Edward stated: certain parts have to be imported. Buy American is a requirement of using Federal money; if any substantial parts have to be imported permission is required. If the parts can't be imported the purchase most likely can't be done.

Yes, Amtrak is buying HSR gear too. If it's the same as what CAHSR wants, they will have the same problem.
